P4parking ticket in residents bay

I have been using my bay since moving to my property 5 years ago and we have always had to display a permit however, the landlords handed over management of the car park to P4Parking about 3 years ago. I have been off from work since August last year with back problems and sciatica and have rarely left my home. My car has literally been parked up for months at a time. I went to a GP appointment on 20 March and did not return to my car until 28 March and when I approached it I had two tickets one for the 21st March and one for the morning of 28th March. It would then seem to me that they only do their rounds once a week otherwise I should have received a week's supply of tickets.
My question is do I have grounds of appeal...in saying that I have appealed the first one but have not received a reply at the time of writing this. The ticket was issued due to my not displaying my permit but as explained in the first appeal (making no reference to the 2nd ticket) I was in such pain after having been to my GP that I didn't realise my permit had dropped off my dashboard.
Would I have any grounds to the fact that I have parked in my bay since 2010 and that all tenants who park there have only been able to do so by being issued a permit by our landlords so in effect my car was not parked illegally even though the permit was not on display.
I am on the verge of paying the second ticket, which I will have to pay the £100 as I forgot about it and therefore missed the deadline for the discount payment of £60.00. If there is grounds that I would most likely have not to pay this I should be grateful if someone could point me in the right direction.
Many thanks in advance.

Do not pay these scam invoices. Appeal them properly. Unfortunately you appear to have appealed a windscreen ticket when you should have waited for the notice to keeper to arrive. Don't appeal the second windscreen ticket, wait for the NTK to arrive in the post.
Read the Sticky thread for NEWBIES on the correct way to appeal, and the correct points to use. Don't try mitigation, it won't work. You must appeal on legal contract law points. These are all explained in the NEWBIES thread.
P4Parking are BPA members so should be fairly easy to beat with a two part appeal for each ticket. Forget the discount if you pay early, follow the guidelines in the NEWBIES thread to get the MSE 100% discount.I married my cousin. and we have always had to display a permit
Whether that is true or not depends on your lease. What does it say specifically about parking, does it mention the requirement to display a permit?
Also, do you have a Residents' Association?
For more information google "own space", and do an MSE forum search.
Of all the PPC cons, this is the easiest to beat, read this

As you can see, these companies have no right whatsoever to disturb your leasehold rights to "quiet enjoyment" of your property, and may be committing a criminal offence by doing so, do not pay them a cent, make life difficult for them, just as did Mr Davey. You never know how far you can go until you go too far.0
