Being O2, they probably haven't activated roaming properly :p, but in the slim chance they did do it, tell him to try and reset 'Network settings', if there is a problem with set up it often solves no signal type problems.

Settings - General - Reset - Reset Network Settings

He will lose any saved wifi network codes, so ensure he is aware of that and has a record of any he might need to input again afterwards.

Roaming is switched on. It worked it parts of New jersey, but not in Manhatten.

He had a similar issue in Poland last week, so I switched from an IPhone 6 to an iPhone 5S

Everything worked okay with a 4S.... So thinking it must be linked to 4G?

If he has turned 4G off in settings then it can't be linked to 4G.

Why would you do that? The iPhone 6 is a true 'world phone', it incorporates all the frequencies and technologies in use in most of the world.

Are they on a business contract?
Did they call O2 to activate roaming on the account before leaving?

In my experience of using a phone in the US the networks will log you off if they get close to capacity to allow their own customers access. And also restricted access to some services. I'm just back from Seattle and while text and voice worked fine there was no way I could get any data service to work with any US network.
When I was in NYC at the end of last year I was often refused service from all the networks if I used the phone to much or at certain times of the day.

He had issues last week with coverage in the UK. Believe it was the sim card as had came jammed in the slot and wouldn't come out. This trip was important so give him a new 5S just incase as only had a few hours to sort out.

Will revert back to 6 later on

We have been with O2 for years.... They checked on 3 system and everything was open. Have checked three times with them
