Hi guys
My PCN was issued in February near the Olympic Velodrome in London. It was issued by PCM UK Ltd on behalf of the Chobham Manor development (Taylor Wimpey) who presumably own the land.
I ignored the annoying sticky thing on the windscreen, didn't contact them and waited for the NTK. That arrived a week or so ago so I am in the process of using the template reply.
The driver wasn't the registered keeper but they don't know who was who.
The driver took photos showing there were no signs on the construction hoarding which the car was parked next to. I'm wondering whether those photos should be included in the rejection letter to the PPC ?
Any advice on this or other aspects would be appreciated

Sending them to the PPC is unlikely to get your initial appeal upheld, and you will be revealing your hand too early. So just use the NEWBIES sticky initial appeal 'as is'. Don't attempt to alter/embellish in any way.
Keep all your powder dry for POPLA, although GPEOL is your most potent appeal point at the POPLA appeal stage, signage issues will help strengthen your appeal further.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Just to clarify, when I said "I wouldn't bother with appeal to PPC", I meant including the photos, always appeal to the PPC.0

As this is an IAS affiliated company, and they are probably claiming that this sum is an agree contractual charge, there is the matter of v.a.t. which they may be trying to avoid.

It follows therefore that, if there is no accounting for vat,it can be argued that they are in fact probably claiming for liquidated damages for a breach of contract, and the amount invoiced has to be a genuine pre-estimated for their losses as a direct result of the event.
The IAS Adjudicator will brush this aside as irrelevant, but a judge is llikely to be more receptive.You never know how far you can go until you go too far.0 -

I've had the appeal rejection from the PPC (Parking Control Management UK Ltd). From the flowchart, I assume I now appeal to the IPC ?

you can do, no idea where the popla info earlier came from (an error ?)
did they say you had 21 days to appeal to the IAS ?
if so, you can try it, but will most likely fail0
