    It's a very new, very specialised aspect of ISAs. Cut them a bit of slack. What they - all of them - should have is a specialist team who can deal with bereavement type problems.

    Not quite. ISAs can be inherited from spouses that died since December 2014. The actual 'transfer' of funds has only been possible since April 6th,

    If you had read the document I linked, you would know exactly what guidance HMRC has given to ISA providers. You will probably find that they didn't do anything wrong at all. And yes, cut them some slack, it is a very new procedure, only been possible since April 6th, so it is understandable they might need to ask their colleagues.
