Help to Buy ISAs - First-time buyer and non-first time buyer

Currently, I live in a house where the mortgage is in my partner's name ONLY (it was his house first, then I moved in and I pay him "rent" towards it).
If we moved and got a mortgage together, would I be eligible for the Help to Buy ISA scheme? According to this link:

"1.4 Accounts are limited to one per person rather than one per home so those buying together can both receive a bonus"
It looks like the full details are yet to be finalised, but I was just wondering as it will affect which account I save into.
