How/when can I safely transfer my ISA?

Hey everyone, I've done some research around ISAs and what's available but I've got a little bit confused, I was wondering if someone could put me in the right direction?
I'm a 20 y/o uni student and I opened my first ever ISA 22 April 2013. It's an ISA Saver online with Halifax, it had a decent interest rate at the time. Of course 2 years on and the interest is ridiculously low so I'm looking to transfer to elsewhere.
My standard current account (not a student one) is with the Halifax too. Now my question is, when can I transfer my ISA elsewhere, do I have to wait for a specific moment? and is it a lengthy process? I'm not sure if I should switch to a completely different provider? If I should go for a fixed ISA one?
I feel incompetent when it comes to adult things, I appreciate all the replies!

If it's not fixed you can move it whenever you want.
Whether an ISA is the best option for you is another matter entirely.Remember the saying: if it looks too good to be true it almost certainly is.0 -

Which current account do you have with Halifax?

I'm not at the moment as I'm a full-time student. However from July onward I will be doing a placement year as part of my degree, so I'm unsure if I will be a taxpayer then. I will still have students status though.
I have the basic standard current account with the Halifax.
My income is from a part-time job and student loans.
