According to the bill we have used 128 m3 over the past 6 months.

From the figures Cardew posted if you use 250-260 cu m/year then the bill will be around 4 figures I'm afraid. Check the meter is not advancing when all taps are off and use less water! Sorry to be the bearer of bad news. I presume there is an estimate for the number of units Southern water think you will use.

The meter is fitted in our kitchen, next to the gas meter. According to Southern Water the meters are separate, the Bakeries presumably being downstairs.

turn off the stop tap next to the meter and see if it affects the bakery or other flats

You need to drastically cut down on your water usage.

I now live on my own since my son moved out and my last six month bill showed I used 13.0 cubic meters of water. I admit I am careful with the use of water, but even so your use is well over twice what I use per person.

There should be plenty of hints on how to save water on your water company's web site and other places - new shower heads, bags in toilet cistern, etc.

The following is printed on the side of my water bill from Severn Trent:

WaterSure - If you have a meter and use large amounts of water, you may qualify for the WaterSure Scheme to give you peace of mind by capping your charges. In order to qualify you need to be on certain means tested benefits plus fit one of the criteria below:
have three or more children under 19 residing at home,
    OR
a member of your household has a water dependent medical condition. Call 03457 500 500 and ask about WaterSure.
