The agent should know better, because they'll have been getting refunds through for people who have paid APD. I seriously can't believe they spoke to the airline if that's the info they've been given. Thomas Cook are one of the companies that have been proactive about refunding. Then again, nothing an agent says or does surprises me  Which agent is it?

Does it make a difference if it was part of a package?

As per my posts, I've been referring to flight only. As you didn't correct me and say you had booked a package I had no reason to think otherwise.

Any refund for APD for a package is via the tour operator to the agent, so it's the tour operator that your agent would have needed to contact, not the airline. If a 'refund' is due your final balance is reduced, but Thomas Cook Tour Operations had already adjusted the APD charges when they put the packages together, as the tax on your invoice suggests.

I think you'd be better booking direct next time, or get yourself another agent. They should have known all this.
