cease/block on phone line

My daughter due to move into new rented flat tomorrow. She has tried to set landline/broadband yesterday with EE, but has been advised it has been declined as there is a cease/block on the line until 8 April and they cannot do anything until after that date. They can set up after the 8 April. They say they do not know who the provider is who has done this. My daughter has contacted letting agent, who has not yet managed to get hold of the previous tenant who moved out on 28 March to find out who their provider was/is and why this has happened.

My daughter wants to get the broadband up and running as soon as possible as it will take about 10 days once this can be started.

Is there a way she can find out who the provider is so she can contact them to try and get this cease/block lifted?

    This is because the previous tenant has not cancelled their service, so the existing provider has to attempt to contact them in order to get confirmation. There is no way to speed this up, hence the 7 days delay in initiating the switch.
    No free lunch, and no free laptop ;)
