All the PE cases that I've seen, where 'maximum free stay authorised is 0 hours 0 minutes' is shown on the NTK, have been for car parks where registration details are needed to be input within the store/gym/hotel/pub/restaurant.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

wot the last 2 people said.
If the ticket says authorised is 0 hours 0 minutes' then there will be a terminal , and in this case the reg number has not been entered0 -
Thanks for replies, going to go down and have a look at signs and speak to NEXT, I'm 100% sure the is no terminals down there to enter reg but she was there pretty early in the morning ie before 6am so maybe entry is restricted before this time and thats why it says 0hours 0 mins? She spent over £150 in there so hopefully NEXT will do something! Will update later. Cheers0

Update, The carpark is actually a 3 hour max stay (she was there for just over 2 hours) but NO ENTRY BEFORE 6am. NEXT have said they informed PE about people turning up before 6am (this is why 0 hours 0 minutes is on fake fine!) NEXT very good and exact words were "looks like they're pulling a fast one" They are going to speak to PE. Awaiting call from them tomorrow. Is it worth sending a sh/tty email to PE?0

The registered keeper MUST appeal to PE as per the newbies thread, just in case Next can't cancel it. Don't name the driver; read the Newbies thread for the appeal example although you'll need to shorten it. It's not email it's their appeals page, choose 'registered keeper' NOT anything else on that part of their dropdown menu.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm struggling to think of a reason for that one, it can't be a noise thing, and if they didn't want people to enter the car park before 6am, they could put a barrier down or put out cones. Don't NEXT have mega sales that start at 4am on boxing day and the like too?0 -
why pay for a barrier , save money AND bank extra money by catching people out!
hope NEXT can see thru there scam and remember this when the contract is up for renewal0
