Surprised at friend's flight cancellation rights

I have a trip to Berlin booked with a Swedish friend for June. We could both cancel the hotel without charge up to 48 hours before without penalty (if needed). However i was very surprised to hear from her that she could also cancel her flight in a similar way. She has booked with a travel agent not online and had the option of paying the agent a very modest additional fee to have this extra option. She can cancel for any reason, not just illness or other emergency. I found this really difficult to believe. I definitely don't have the same rights with my BA booking. I did mine online but I haven't noticed any travel agent in the UK offering a similar option.

    BA certainly offer flexible fares.

    But they tend to be expensive!

    Yes I know about that but my friend hasn't paid that sort of figure at all.

    Some countries offer cancellation insurance which allows cancellation for any reason. Unfortunately I don't think such as policy exists for sale in the UK as insurers fear too many people would exercise the right and the cost would be so high no one would buy it in the first place
