Also made contact with Council Trading Standards to investigate into the possible lack of planning permission to install the camera's,as when I back tracked on council planning site, there's no evidence of permission obtained,to which I thought you had to,as well as to check that they are operating as they should be.( We obviously know they are not).

    Dear Sir/ Madam
We are asking for advice or if you can help with a problem with the ANPR cameras
    on Townsmoor Retail Park Blackburn.
G24 the company who are allegedly monitoring the car-park seem to have a major
problem with the operating of their cameras.
We have received through the post an Invoice for an alleged over stay of time, the
camera operating the Bolton Rd entrance entrance/exit has our car entering the site 10.23
on 18th March 2015 and exiting then same side at 16.27,but,what it fails to record is the
vehicle exiting via Grimshaw Park at 10.30ish..or re-entering via Bolton Road again at 16.20.
We feel that these cameras are not in line with correct operating procedures or
more likely that G24 may not have the necessary planning permission required.
We look forward to hearing from you.
    Yours sincerely
    E-mail sent today....thoughts on this ?

Thank you for your recent appeal to the Independent Appeals Service (IAS).

We have received the outcome of your appeal and the IAS can inform you that your appeal has been successful. This means that G24 Ltd has cancelled the ticket with the details below:

    Parking Charge Number (PCN):
    Vehicle Registration::
    Date Issued: 25/03/2015

As the parking charge has been cancelled you do not need to take any further action and the case has been closed.

    Yours sincerely
    The Independent Appeals Service:T

The said vehicle was not parked for the length charged for. There was two visits on the day in question and on the first visit the vehicle left via another exit on Grimshaw Park Rd,then returned six hours later via the Bolton Road entrance ( same as the morning visit) to collect a parcel. It would appear that the "cameras" on the said site are not fully operational, how can they "select" a vehicle in the morning, but fail to see it re-enter later in the day.Contact has been made with the manager of the shop visited to check CCTV to prove the x2 visits, should you wish for the name it can be forwarded onto yourselves.
This is my winning Appeal to IAS.:T

Personally, I would be inclined to play the IAS appeal straight. They may want proof so sign a statement of truth and/or witness statement. If they refuse the appeal they are saying you are a liar.

Challenge them take you to court and let a judge decide who is lying. I'll bet that they will bottle.
You never know how far you can go until you go too far.
