With so many happening , the IAS use the balance of probabilities argument, the same could apply here. (not being really serious but hate the way these conmen act)

Surely this is an attempt at fraud or would it not be possible to actually prove it?

The OP has shown us all the proof that would be needed. However, they would be insane to send such a letter then turn up at court hoping for a no-show. (conspiracy/contempt).

I think that it is just another PPC SNAFU.

that's it tho , they don't turn up in court , the defendant doesn't either (because he,s been told not to) BUT because the court haven't been informed they get a default

its a supposed win win for deal , defendant turns up , its cancelled , defendant does not turn up , they win.

why bother posting the paperwork to the court , "lost in post" is there cop out

Unless they can prove they posted it to the court they could be held in contempt.

but won,t be , and they do this time and time again , and get away with it.

the legal system have been told , but they will not act.

when it became obvious that there were "abnormalities" with those cases , SOMEONE at the CC dept should have been made aware , and scrutinised every one of there claims , kicking out any with forged document's ,

but left one or two , to go thru in order to charge the !!!!!!s with fraud.

CEL are taking the !!!! out of the court system , and laughing , because they know they can get away with it.

Uncle Eric P seems to have a down on ppc's, maybe a line to him with full details might at least fan the fire.

I think it was a nice publicity stunt , have you actually heard of any changes or court charges since he gained "power"

Didn't get the chance to call the court today so will have to wait till next Tuesday to see if it arrived. I believe the court will also contact me if they have received the notice to tell me not to turn up.

Uncle Eric P is probably out and about begging for his job again come the May election - and if he should get a PPC ticket he probably has someone to deal with it for him ( and will most likely pay up believing it to be a fine and then put it on expenses )
And at a guess there will be someone else in that job after the election ( either conservative/labour/lib dem or even UKIP or SNP )

As for this whole DEAL thing and cases being thrown out, surely the ultimate responsibility lies with those who contracted the parking company to act on their land in the first place, and in most cases the finger of blame would be pointing firmly at the Co-op
    From the Plain Language Commission:

"The BPA has surely become one of the most socially dangerous organisations in the UK"
