Do I need to skim rough walls before re-wallpapering?

OH has stripped the old wallpaper from my bedroom, but the plaster underneath has a few cracks and peeling bits. Do I need this to be smooth before getting it wallpapered again? And if not then should I use certain wallpaper (thick/good quality etc?)
On the same subject, anyone any idea how much a decorator would charge for papering a room approx 12'x11' in east anglia?

Good afternoon: We have used this http://www.british-gypsum.bpb.co.uk/products/plasterboard___accessories/gyproc_accessories/gyproc_ready_mix.aspx
(available at B&Q) then lined with 1200 lining paper, then 2 coats of paint ....worked a treat! You should have similar success with wallpaper unless the existing plaster is absolutely horrendous .i.e. large areas/down to the brick etc ...in that case I would get in a good plasterer.
