cant have meter fitted what can I do?

Hi, please can anybody help advise me? I have been told by Balfour Beatty that I cannot have a water meter fitted because the pipework inside the home is to tight, and out side its shared so not allowed either.
BUT they are still going to bill me for a fully occupied three bed house, even tho its only me and my 14 year old who live here! The guy even had the cheek to say if my son moved out, my bill would then go down!! What can I do? I was advised to refuse to pay the water bill, by a friend, until they do something! Any help, please?

Welcome to the forum.
As shown in the link given above, you will be offered an 'assessed charge'. You have the choice of accepting that charge or remain on your present system of charges based on the Rateable Value of your house.
Some water companies charge on the number of occupants and others charge on the number of bedrooms. Unfortunately it sounds as if your water company use the number of bedrooms as the criteria.
If you look up the water charges schedule for the company that serves your area, you can see the relevant charges.0 -
Just to add, you should get the offer of an assessed charge in a letter from your water company.
Whatever you decide, don't just refuse to pay.0
