26th of June this year "to allow networks to get everything in place" - what, changing something on a system from 11.13p to 0.00p?

Hardly two/three years worth of work.

On 1st July 2015 the charges for 084, 087, 09 and 118 numbers will be split into constituent parts: organisations which use them will declare the bit they are responsible for — the Service Charge — and; telephone call companies will set out how much a customer pays to them — the Access Charge. The cost of any call will be the sum of the two charges.

At the same time, freephone numbers, which begin 0800 and 0808, will become free to call from all personal mobile telephone services.

UK Calling represents the final step in exposure of what’s been the case for years — the presence of the Service Charge. Those who can’t justify it will have to switch phone numbers.

As do recent contract customers of EE. Those on 3 contracts. Plus BT Mobile sim only.

    0800, currently, on mobiles.
Couldn't be bothered to find the actual cost, so just picked a random number. Thought it was a bit self explanatory without specifics...

You can still get them free on Skype without unlimited internet, a Skype voice call doesn't use a lot of data and a person with a 2GB+ allowance shouldn't have a problem with the data use.

Average Skype voice call is 50kbps (30kbps minimum requirement) , so around 5 and a half hours of talk per GB at 50kbps, or 9 and a half hours at 30kbps.

    Edit
It's even more minutes than I thought, the 50kbps seems to be Skype to Skype. Data use is less for calls to mobiles.
As an approximate guide Skype says the following are examples of typical data usage.

Skype-to-Skype calls: 50kbps or around 375KB for one minute of calling
Calls to mobile numbers or landlines: 6-20 kbps or around 150KB for one minute of calling
Video calls between two mobile phone devices: 500kbps
