Yes, or perhaps someone who has set up a new Microsoft email address for the first time and typed the wrong number in. The text would be when they tried to verify it, which I think Microsoft would do fairly soon after the account was created.

Hopefully the process has worked (because whoever it was couldn't verify with the OP's number) and they have put their own phone number in now rather than the OP's.
