Thanks for all replies, looks like it's back to the PPC to ask for my POPLA code0

Complain to the BPA and cc in the PPC. The BPA can issue a POPLA code even if the PPC won't.0

Really? New one on me. Happy to be educated. Source? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Sorry it's in the deep recesses of an old appeal. I've known them do it but it was a long time ago.0

I think the OP needs certainty on this. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Obviously I'm happy to be corrected but in saying that I would still contact the BPA. Given the PPC are no longer members the BPA will be less worried about upsetting them.0

BPA can't issue POPLA codes, but they can bring influence on their members to provide them. Whether they'd have influence on ex-members is another matter.
Bottom line though - if they did try to take this to court then this would be another defence point; the PPC refusing to offer the appropriate ADR therefore acting unreasonably.0
