IAS appeal offered but BPA member at time PCN issued

Dear forum,
Thanks in advance for any advice offered. I have appealed a PCN issued on 25 Feb 2015 at which time the PPC was a BPA member. On the 1st March the PPC became a member of IPC. I challenged the PCN on 12 March but this has been rejected by the PPC with information to use IAS if I wish to appeal.
From my reading of the forum, it looks like POPLA is the independent appeals service for BPA members, and the IAS for IPC members? Or do they accept appeals irrespective of which AOS to which the PPC belongs?
It looks like appeals have a higher chance of success with POPLA, so I was hoping for a POPLA code if the PCN was issued when a BPA member. In advance of me contacting the IAS to ask if they will accept an appeal for a PCN issued before the PPC was a member of the IPC, I wondered if anyone had experience they can offer. Can I try going back to the PPC to ask for a POPLA code? An evening spent searching the forum hasn't found the answer.

The Chief Adjudicator at POPLA has indicated that he will hear appeals from PPC's that were BPA AOS members at the time a PCN was issued. Demand a POPLA code from the PPC and if it is not forthcoming I would suggest that you draft an appeal (plenty of guidance here in the Newbies thread) and send it to POPLA (by post) explaining that the PPC were BPA members at the time and refuse to supply a code.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

The contract which the PPC are relying on offered an appeal to a reasonably fair body, IAS is not, and the PPC are therefore either on breach of the contract, and/or the Trade Descriptions Act.

If this is now policy then, having read some appalling advice offered by CAB, I very much doubt if this is in consumers' best interests.
I shall continue to complain to TS, in writing, and, if they refuse to accept my complaint, complain about them to the LGO

CAB will pass details to TS but the only obvious route for complaining to TS by phone is, and has been for some years, via Consumer Direct. Some TS departments still advertise telephone numbers but my somewhat limited experience is that the calls are routed through to CD anyway.
As for CAB there was a time when their advice was abyssmal but they are getting their act together. At present their response is probably best described as patchy. But why should anyone contemplate making any complaint by phone? I recently took Orange to CISAS and won completely because I wrote 4 letters to them and they wanted to deal with the matter on the telephone. I insisted on a written reply, so they blanked me.
I am currently pursuing BG for compo for bodged customer service. I am now on my fifth letter, (not one reply yet), if it goes to the regulator they will have a mountain to climb.
