    ok , BT in my area , engineer said they were having problems with a few "hitler" traffic wardens , hence the cones and open the rear door if necessary , orders from regional HQ

    Postal Vehicles being used for the purpose of postal deliveries are exempt from certain restrictions. These vehicles should be liveried, but may include companies other than Royal Mail for example. DHL, Parcel Force, and the like.

    All TMO's will have been published, ask your local council for a copy of the specific one you are interested in, I'm sure they will oblige.

    A quick Google found this for a random council, Stevenage in this case.
    Parking Exemptions and Dispensations

    A dispensation may be granted to motorists needing to park a vehicle where parking restrictions are in operation. The rules when an exemption applies are contained in documents known as Traffic Regulation Orders. In general terms, exemptions are granted only when the vehicle is an integral part of the works being carried out. For this reason exemptions rarely apply to private motor vehicles. However, parking dispensations can be granted for private motor cars and other vehicles (see B below).

    A - Automatic Exemptions

    Certain vehicles enjoy an automatic exemption provided the vehicle is stationary only for as long as necessary in order that it may be used for the purpose set out below and which cannot be used for that purpose without stopping in the restricted area; for example

    - Police, fire and ambulance vehicles whilst engaged on operational duties
    - Certain vehicles being used in connection with postal services.
    - Vehicles being used for highway maintenance.
    - Vehicles being used for the installation or maintenance of services such as gas, water, electricity or telephones.
    - Vehicles being used in connection with waste collection, street cleansing or parking enforcement.
    - Vehicles where a valid blue badge is displayed in accordance with relevant Regulations.
    - Vehicles where loading/unloading is taking place in accordance with relevant Regulations.
    - Vehicles stopped solely for the purpose of picking up or setting down passengers in accordance with relevant Regulations.

    In the above situations there is no requirement for the motorist to obtain a dispensation from Stevenage Borough Council and no charge will apply.

    it is to comply with NRSWA Unit 2 Signing, Lighting & Guarding

    it should be used to provide a safe work area around the van and protect your work site, it should only be used when you are working in or near the road and should not be used if you are parking up and leaving your van unattended

    the NSRWA has recently been updated and the cones should be used in conjunction with road work signs

    up until october last year they were allowed to set up a short duration work site using cones a blue direction arrow and a liveried vehicle with an amber rotating beacon

    now if you want to use give and take in a 30mph zone for short duration works in or near the road, you need to use men at work road narrows blue arrow signs and a liveried vehicle with an amber rotating beacon should be used with the cones

    as said before roadworks guarding should only be used for providing a safe work zone and not used when you leave the van unattended
