Cheapest method of unlocking Vodafone Lumia

Can someone help me find the cheapest method for unlocking a Lumia 520 which is locked to Vodafone? Need to pass one on to my sister who is on GiffGaff till the Lumia 640XL arrives.

If it was a contract phone was it actually locked? Ive not had a locked handset for many years. Seems they may still block the P&G phones though.

Vodafone used to supply the unlock codes for free as long as it was out of contract.
