Best way to clean electric hob

Renting for the moment and have an old fashioned electric hob - the sort that takes ages to heat up and cool down 
The hob plates have an unpleasant odour when in use - though they don't look dirty. Just wondered if this is normal or how to safely clean them.

Sure to be an expert along shortly. In the meantime, I assume you're talking about the solid metal round plates and a smell not of an organic origin (e.g. burnt on food)? Re cleaning, there's another thread on here (click) which might be worth a look.
I haven't rented in years but had a similiar expereince once. From memory there was a metal/electric smell associated with the cooker I used, when in use. I got used to it and it seemed not to be a fault inasmuch that it did me no obvious harm and (eventually) cooked the food.
I did briefly stay in a rented flat where the cooker rings were either not working or had no adjustment full heat or off. Bought a microwave for the few weeks we were there!
Hopefully your stay will be brief or there is a way of using the cooker sans oder.0 -

Did you miss the bit where I said I was in rented accommodation? The kitchen has been kitted out by the landlord so unfortunately I can't just 'get a gas cooker' (apart from which there is no gas in the village anyway).0 -

Had another thought. I had assumed that the cooker isn't new but if it is, the smell might be the oils (or other finish) they use to keep the plates from tarnishing. It should burn off.
They make plates to (er) cover the plates: Amazon examples here. Not a lot of money and may help. Of course, since the cooker isn't yours, you may not want to spend.
Hope you sort it out.
PS. Hey - 'pineapple' and 'Chunks'; now there's a combination especially if there's some Carnation milk to add to the mix.... oh, the memories. Certainly don't need a hob for that delight (where's the tin opener)?
