i too read it that as long as the 8 points were awarded for the 'moving around' part of the mobility arawd ( as opposed to the ' planning and following journeys' part) then you will automatically receive a blue badge when you apply
i would score no points at all for moving around, but will score the full 12 for the planning and following part
So that is why the LA's are treating applications for Blue Badges on the basis of the Enhanced descriptors. They have split the Mobility element. That does seem weird as I have said, if you pass for a Blue Badge on the basis of a minimum of the 8 points descriptors for the moving about element only, you would expect to get at least the Standard Rate for Mobility with PIP.
Quite a few have been told that they have lost their DLA Higher Rate Mobility by not scoring enough points in PIP to get any award for Mobility. Yet they are entitled to apply for a Blue Badge and pass the same test. And are precluded from making another PIP claim as they have only just turned 65.0 -

just been thru all this and was very new to benefit system and also found info bout this so hopes this helps
i was awarded Enhanced Daily Living Component 13 pts and Standard Mobility 8pts as well as ESA if you live on own (or ur ckildren) and no 1 gets carers for you you may be entitled to severe disability premium £61.10 enhanced disability £15.55
the best thing to do is go to a website called Turn2us and use their benefit calculator they were really helpful0
