Forget what it says on the V62 where it says "may not be able". Try reading the DVLA's own website which was updated on 14th January, where it is clearly stated.
If you still don't believe me, try going to a Post Office and doing it. I already have and I'm sitting three feet away from a new V5 in my name, with a newly taxed 2002 Suzuki SV650 in the garage.
