Can you take a look at my complaint wording and let me know if it is OK?
Dear Sir/Madam,
I received a notice to keeper (NTK) letter from Excel parking on 29thJanuary 2015 and appealed within 28 days of issue of said NTK as stated on theback of the NTK.
This morning I received a letter stating I hadn’t appealed in time and shouldhave appealed on 20th December 2014(see attachment marked “Excelrejection of appeal”). Excel state they can’t process my appeal and haven’tsupplied me with a POPLA appeal code.
As Excel parking was a member of the BPA on 20th December 2014 when the original PCN was issued as stated in attachment “Excel rejection of appeal” I am writing to complainand ask the BPA to review this case.

I'm in the same position with Excel parking. Received a ticket on 29th December 2014, waited until I got the NTK and then sent an appeal the day after. Today I got the same letter as you saying I hadn't appealed in time!
I wonder what they are playing at?!? Maybe they're just trying it on. I'm going to follow the advice given on your thread and complain to BPA too.0 -
Hi intervest, I'm thinking it is because they are now not a member of the BPA but the other one I think it is called IAS or IPC or something like that. I have read that this organisation is biased towards the parking companies and motorists rarely win when appealing with this organisation! My suspicion is that they now think they can ignore us but as they were a member of the BPA when the PCN was issued then they have to abide by the BPA rules whether they like it or not!
Let me know how you get on by posting here and I will do the same.

correct, if they were in the BPA at the time of the incident, then popla is the ADR
if it was 2015 then the IAS from the IPC is the correct ADR
a complaint to the BPA and DVLA is in order0 -
Hi All,
My wife as the RK of the vehicle that received the PCN today won her case. After complaining to the AOS they contacted Excel and Excel cancelled the PCN. They had to cancel because they didn't give my wife a chance to appeal as the RK. I'm sure Excel will probably send threatning bailiff letters now etc but they will be ignored!
We are well chuffed with this outcome and would like to thank you all on the forum for all the information and assistance with this, especially Coupon-mad:)

bear in mind they cannot send bailiff type letters
bailiffs only get involved after you dont pay a judgment after a court case
