Council refusal to install secure door entry system- what next

Unfortunately a secure door isn't a 100% solution.

The doors break, often.

People going through them do not make sure they close securely.

Kids buzz all of the addresses until someone lets them in.

People jam stuff in the door to prevent it closing (including residents who have lost their key/fob).

Residents buzz all of the addresses because they lost/forgot their key/fob.
Having the door might even make things worse. Once these anti-social people get in to this enclosed communal space with a big secure door, they are harder to see and able to get away with more stuff unseen. In my area, some little gits actually order pizza to the block of flats they are hanging around in. They meet the delivery driver outside the block and then all sit in the communal area causing all sorts of ASB.
While a door or gate would help to prevent the passer by who only want to pop in for a dump or use some drugs, it wont prevent a determined person regularly using the place. A gate would probably be better as it keeps out some of the trouble but doesn't turn the communal area into a warm, enclosed, hidden playground for them.
Some ideas you could try:
You say the bus stop has caused an increase. Try to get the bus stop moved 50 metres up the road.
Get to know your local PCSO. some people think they are rubbish but the PCSO's know all the little gits in the area. They have time to patrol and hang around and catch them causing trouble. My local PCSO's last year turned a real !!!! hole road with constant ASB into a nice road just by targetting the area for a month or two. They eventually got one of the ringleaders arrested for burglary and once he was removed from the area, the place became a lot better.
Form a residents committee/neighbourhood watch. Get organised with the other residents. You need to make sure everyone is reporting everything to the police and council ASB team and councillor and MP and news papers and social media. And I mean EVERYONE reporting EVERYTHING to ALL of the above. You need to make so much noise about the issue that the police make their officers and PCSO's regularly patrol and target the ASB and once the culprits are ID'd, the council ASB team look to take eviction action against them. With election time fast approaching, MP's and the like will probably be all over this issue like a wet shower curtain since they are trying to make a name for them selves.
Not sure of the legality but you could invest on a couple of those devices which emit a high pitched sound only youngsters can hear.0 -

I printed and distributed leaflets to every single flat last night, with the local MP details, the neighbourhood watch, the anti-social line and our local housing office.Member 7 of 100 to 10k - £100 to £10k = £1490 -
You need to make the housing officer's life a misery. Phone them up every day or maybe even am and pm - each flat take turns - the jobsworths do not like being pestered and will probably do something to make you go away. I know someone in a similar "we can not afford to do it" situation who is about to get a job done using the above technique0
