ok. thanks. So on-one advises that I send the letter I've drafted to APCOA. Why? Isn't it the case that while I'm corresponding with BPA (and telling DRP to stop sending me further letters), APCOA are unaware of it all? I thought the whole point of sending those appeals and requests for POPLA code to APCOA was, (1) to create paper trail in case it even gets taken to court - basically showing that I've undertaken all reasonable steps to resolve the issue and (2) to show APCOA that I know they're acting unlawfully, basically indicating to them that they're better off focusing on the remaining 95% (?) of people who simply pay up unaware of their rights?

What's the harm in sending the letter I drafted to APCOA, and why is no-one suggesting I do it?

In this game 'right or wrong' is never clearly defined. If you're outside of the PPC's timescale for appeal, it's not likely they'll roll over and give you a POPLA code voluntarily.

Some of us will say send a belated appeal regardless, some of us will say don't bother - there's no defined route on this. All I can say is that it will do no harm to send one off and see what happens.

You're at a stage when most natural/automatic routes for this have passed by - and if you're at debt collector stage, the received wisdom is IGNORE. Asking more questions to the nth degree, despite firm guidance, is more likely to alienate you from further input from regulars, rather than engage them!
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

    as above

if you wish, send the template letter to apcoa, with free proof of posting, create the paper trial, thats fine

but the main complaint here should be no pcn from apcoa in your own name after the hire co told apcoa the details, hence the BPA complaint

apcoa wont care, but a paper trail does no harm, so if you feel you should , DO
