I am in a similar situation although I did initially receive the letters from Norfolk Parking Enforcement. I sent a letter of appeal off to NPE but this was after if 28 days and the fee had already been sent to debt recovery plus, now the charge is with Zenith. I did call Zenith to see if the letter of appeal had reached NPE and if the debt still stood. They say that there is no notice of any appeal so the debt still stands. Am I best to just go back into ignore mode. The lady said if they do not receive payment it will go to the NPE solicitors who will decide if legal action will be taken. Excuse my ignorance if it is in the newbies sections I just wanted to ask in case I have messed up by calling the debt recovery company.

Because they might sue, because they are buoyed by ParkingEye v Beavis in the Supreme Court in December and NPE have moved to the IPC which is a more litigious Trade Body.
However, you can ignore them after first appeal (Never imply who parked/was driving). See the NEWBIES thread linked above/top of this forum.
