norfolk parking enforcement

I recently received a letter from a debt collection agency requesting i pay just short of £150 to them, on behalf of norwich parking enforcement. However i have received no letters from NPE, so have no idea what i should do as i obviously dont want to pay the money, especially as i have no idea what its for. I presume i need to contact npe to ask what its for, but dont want to do that without advice first.
Can anyone help me please?

You need to start by reading the Sticky thread for NEWBIES at the top of the page. This tells you everything you need to know about how to beat this scam.
The basic advice is, do not pay, do not ignore a PCN/PPC, do not reveal who was driving, but it is safe to ignore debt collectors.
If NPE are BPA members then you should complain to them that you have never received a windscreen ticket or NTK. You ahould also make the same complaint to the DVLA as this is a breach of their KADOE contract. All the contact info and acronyms can be found in the above mentioned NEWBIES thread.I married my cousin. I had to...I don't have a sister.

Thanks manxred. Ive had a look and jt seems to say that i can still appeal to the PPC, however,as i have not received any correspondence from them, i dont have a PCN number? amy help much appreciated0

Dear Norfolk Parking Enforcement,
I can confirm that I am the keeper of the vehicle AB123 XYZ. I have received a letter from your debt collector dated XXth March 2015 referring to a ticket which they claim has been issued in respect of the above vehicle, however I have received nothing from your organisation prior to this letter.
Obviously I have very little facts to go on, however regardless of the date, location, and circumstances, I can be sure of the following, which I would like you to consider as my appeal points:
1. The sum sought does not represent any kind of loss to yourselves or the landowner.
2. Your paperwork falls way short of any compliance with the Protection of Freedoms Act 2012, and as such you cannot hold myself liable for any ticket issued, and I suggest that - should you wish to take the matter further - you take it up with the driver of the vehicle at the time of the incident.
3. I very much doubt that you have the necessary legal standing on the land to offer parking or pursue charges in your own name, and if forced to take this further I will demand proof by way of an unredacted copy of your contract with the landowner.
Now, you have two options. 1. Cancel the parking charge, or 2. Reject this appeal and send me a POPLA code.
Your choice.

I sent the above letter to NPE the day after i replied to you on here. Today i recevied the following letter;
Thank you for your letter.
We can confirm that a postal parking charge was sent to the address above on 15th september 2014 and a reminder was sent to the same address on 21st january 2015.
Your letter claims that you did not receive either of the above documents yet your appeal point 2 states that our paperwork falls short of any compliance with the protection of freedoms act 2012. If you had not received the paperwork you would not know whether it complied or not.
Please be aware that your opportunity to appeal expired 28 days after the PCN was issued to you therefore we cannot consider it and it is not entitled to a POPLA code.
Please be aware that the case is now with Debt Recovery Plus Ltd and further correspondence should be addressed to them

Can i please have some advice of how to respond? I have received a couple of letters from Debt Recovery Plus, including one yesterday offering a ' reduced settlement.
