Unlocking Motorala V300 & V525

I've got two Motorola mobiles, one V525 and one V300. Both are unlocked to any network, however after inserting two new o2 sims, both come up with the following message, "Enter subsidy password"

Does anyone know what this means? All help would be appreciated.

I would say that they are NOT unlocked !!

does any1 know how to get subsidy passwords for these are they generated from the imei?

you need unlocking clip like smart clip
you can also get some motorolas and vodafone codes from a server (about £15)
