I have got offline card.
And my card always works at Asda even when I have only £0.10 in my account.
But same card doesn't work at the Gulf petrol station.
How come ?

It's probably to do with the floor limit, Asda probably has a larger one, meaning offline processing takes place for most transactions under x value, whereas the Gulf petrol station probably has a zero, thus meaning all transactions have to be authorised online in real time, egardless of waht type of card is presented.I have got offline card.
