I'm getting a bit panicky on this one! Have done nothing for a month. Need to write to them ASAP, I think. Am writing to Booths today.
you only had 21 days to appeal to the IAS so you have now missed that deadline
other than a landowner cancellation there is nothing you can do except ignore for 6 years, unless you get an official LBC or an official MCOL in the post0 -

I've written to Booths. I was going to try the IAS appeal despite missing the deadline, but I can't on their website because the 21 days has expired. When I try, I get the message "was unable to process your appeal as it has been received out of time".
The letter I received states that "if you wish to appeal to the IAS, the discount offer [i.e. the £100] will no longer apply and the full amount of the Parking Charge will be pursued should your appeal be rejected by the IAS". From this perspective, it looks like the appeal process is actually an attempt to justify a higher charge.
If they write again, I might respond with something along these lines. In other words, I'll say that their appeal is loaded. It's a bit like if you go to court, are sentenced to a year in prison, appeal against it, the appeal fails and your sentence is automatically increased to two years for having the temerity to appeal! Now, it might be possible to argue that if evidence came out during the appeal that your wrongdoing was worse than originally thought, the penalty should increase. But even if you accept that premise (I don't), it won't apply in the case of the parking charge. This is because the parking breach they're accusing me of is clearly a fixed historical event. So, to say "you can appeal, but if we don't like your appeal we'll charge you more" looks a lot like coercion. The implication is that I should simply pay up, and that as such there's not any effective appeal process after all.0 -
