water bill too high

Hi there,
I am wondering if anybody can help. I was told by my water board that my house could not have a water meter (that was after over18 months of research) fitted and it was declared un meterable. I was also told that the water board could have given me a rebate due to this fact for all the years I had paid a standard fee, that never happened. This year I get a bill for 145 pounds for the whole year which is about 25 pounds more expensive than the last year one. Bearing in mind I am living by myself on a 1 bedroom house I am actually paying more than couples in bigger properties with a water meter. How do I go about getting a bill reassessment as it is not my fault that my house cannot be fitted with a water meter? Thank you

You have been ill advised. If the house cannot be metered (or even if it could) you cannot claim a refund for all the years you have remained on RV billing, since you could have requested a meter about twenty five years ago and chose not to. Nor does the size of the property bear any relation to the RV: that is a historical figure based on which the water utility is obliged to bill you, whether you live alone or in a household of ten, and it cannot be altered.
What you can do is request to go onto assessed billing (because a meter cannot be fitted); however if your RV billing is really as low as £145pa, I would leave well alone!
PS: the 'water board' does not exist, they were abolished at privatisation in the 1980's.No free lunch, and no free laptop
