Apple may be expensive but you know what you get, Apple supplied phones are unlocked and will stay so regardless of the sim you put in. I've been told GiffGaff phone are the same but don't know first hand.
All too often you hear of people who have bought a phone and then XX months later it stops working when the seller has then reported it as stolen and claiming on insurance. By that point you'll have no-comeback on EBay or Paypal as they limit claims to 6 months.
If you really must buy a used one use a store where you have some comeback.
Carphone warehouse supplied "sim free" iPhones WILL lock to the network of the first sim used. Its clearly stated on the web site oh the Sim Free iphone page. Strange definition of Sim Free but at least they clearly tell you.
The sim free definition is correct as the phone is sold without a sim. Carphone Warehouse iPhones are technically not unlocked though, as they'll lock to the network of the first sim you put in them. I believe this is because Carphone Waehouse sell their sim free iPhones from their network stock rather than getting properly unlocked devices.0
