Receiving Someone Else's Tickets

I moved into my flat about a year ago and ever since i have been receiving PCNs and then Enforcement Notices for 2 different people. I don't know whether either ever lived at this address and i certainly have never owned either of their cars. Here's what I have tried to stop the notices,

1) Sent them back marked 'Return to sender not known at this address'
2) Contact the parking shop by email, told that their cars are registered to my address on their system, so tough luck.
2) Phoned the council, advised to phone the parking shop, again no joy.
3) Contacted the DVLA and made sure only my car is registered to my address, which they did for me.
4) Contact the people who first send out the Enforcement Notices, they don't actually do the enforcing so they didn't care and told me to wait until i get a letter from the debt collectors
5) I get a letter from the debt collectors, manage to inform them of the mistake, they agree to send it back to the courts.

1 week later i receive another 5 enforcement notices and the whole process begins again. I thought I had finally dealt with it all after months of phone calls and emails, until today.

4 more PCNs arrive in the post, all the offences were committed after I moved in, so the council should see that I am the only registered occupant of this address, I could go on. My collection currently stands at,

6 PCNs
12 Notices of Enforcement
7 Orders for recovery of unpaid penalty charges
1 Notice of Intention to take control of goods
1 Notice of Attendance
8 Unopened letters, because I can't be bothered
Note that I threw a lot of stuff away at the beginning as I had no idea how long it would go on for, so the actual total is far higher.

Basically i'm fed up and bored of banging my head against a brick wall, someone at work said i should try and get some compensation for harassment, stress and the amount of time i've spent trying to sort this out. If nothing else, the threat of having to pay me some money will probably shift their backsides into gear, can anybody give me any advice as to what I can do? It would be much appreciated.

    Very difficult to do if you have thrown away letters and can't be bothered to open the rest you have. All very frustrating but information is needed. You need to list names of companies, dates of letters/tickets etc.

    After a year of harassment it hardly seems worth it to open the letters, I still have them and they can be opened, the thrown away ones were right at the beginning, I had no idea i'd need them. I would have thought the 35 letters I still have would be enough info, plus the dozen or so emails.

    Were they addressed to you personally?

    If not, then why didn't you simply put "return to sender, adressee not known here" without even opening them?

    When I first moved here, I had post coming through the door franked with County Court postmarks addressed to the previous (reposessed) owner - they went straight back in the post box again.

    That's exactly what i did to start with but they kept coming so i decided to open a couple to see what they were

    If they wern't addressed to you, Why? You do realise that you could be committing an offence by opening someone else's mail without good reason?

    That aside, are they council issued parking fines or private parking company ones?

    According to that link i'm not committing an offence, thankfully, i had good intentions, i wanted to see if they were anything important, as the intended recipient obviously wasn't receiving them.

    They are from Worthing Council, i've spoken to them but all they care about is that their records state these people live here, even though their records should also say im the sole occupant and payer of council tax, essentially their response along with everyone elses has been, Computer Says No.

    Only if you intend to act to the intended recipient's detriment.

    Well i was hoping to get the fines sent to him so i guess i was acting to his detriment, i just haven't succeeded yet.
