That last picture - are those cables drilled straight up vertically through the joist?

I didn't see this update but you need a structural engineer to advise and provide proof to satisfy building control.

What a builder thinks is right is not good enough. He can put forward his ideas to be tested against calcs, certainly.

From that photo it looks like the holes could be a third of the width of the joist. That's not very smart - a third of the joist strength has just gone. It's just an odd way of doing it - why not put the cables through the plasterboard next to the joist?
