Bl**dy 3 and 0800/0870/0845 numbers

OK, I used to work for 3 and got a 33% discount on my bill, which is nice. I have since left and my upgrade is now due. I asked to enquire about keeping my discount (didn't tell them I don't work there anymore lol) and they said I could!
With my tariff I get:
- 300 any time, any network minutes
- 1000 texts
- 50 video call minutes
- 50 multimedia messages
- £5 downloads
- 30MB web browsing
All for £21 per month, all in! Fantastic. Except, looking over my bills for the past year they vary from £30 up to £40. And why? Because of 08 numbers!!! I swear 3 are the only network that charge stupid rates for ringing 08 numbers. I know that O2 let you use your call allowance against these numbers, but not with 3. You pay something like 50p per minute and, as I don't have a landline, it's unavoidable.
Does anybody know which networks don't charge you extra to ring special numbers?
£21 per month is great, but it's far more than I need and I'd much rather pay a flat £30 per month and not have to worry about these numbers.

I don't think there is any operator with which you can take out new contract with 08 numbers included.
