As a matter of course APCOA's machine printed PCN's make no mention of railway byelaws nor do they specifically mention POFA (Protection of Freedoms Act). That said, the PCN sets out that if, after a period of 28 days the ticket remains unpaid, they will obtain data from DVLA to enable them to pursue the keeper.
Setting aside entirely the fact that the standard PCN is POFA non-compliant the chances are - in railway station (and airport) car parks - that POFA does not apply in any event as such locations are likely to be "not relevant land" within the meaning of the Act (I allow for the fact that some such car parks may fall outside areas covered by the byelaws). From that point of view they are effectively double-bound from using POFA for keeper liability because their standard PCN is a joke in terms of compliance.
As for appeals following the guides in the Newbies thread will win out. APCOA do not do court.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
