    For Rover Driver's benefit:

The Vehicle Excise and Registration Act 1994 (as amended) gives them the power to enter land in order to clamp. The only land they can not enter is:

    (a) any place which is within the curtilage of, or in the vicinity of, a dwelling-house, mobile home or houseboat and which is normally enjoyed with it, or

    (b) any place which is within the curtilage of, or in the vicinity of, a building consisting entirely (apart from common parts) of two or more dwellings and which is normally enjoyed only by the occupiers of one or more of those dwellings.

Given this will be in the 'common parts' excluded from the above, I reckon the DVLA can steam right in there.

I have not mentioned clamping or removing of unlicensed vehicles, only the requirement for a SORN declaration, which is
The Road Vehicles (Registration and Licensing) Regulations 2002, Sch.4, Part 1, (2), (a), (iii):
"The vehicle has not been used or kept on a public road on or after that date".

No mention of landowner etc., only that the vehicle is not used or kept on a public road.

The removing and or clamping unlicensed vehicles by the DVLA is a different matter, as you have quoted.

The removal of abandoned vehicles by a local authority is again, a different matter, where they may consider the permission of the landowner is relevant.

    Update:

This morning I spotted a 7-day Notice of Destruction pinned to the van's windscreen.

I'm a bit surprised it has taken so long - but I'm glad it'll be gone soon!

    Thanks for your help, everyone.
