I always use https://www.bestforeignexchange.com They give excellent rates and no commission. I can't comment on their delivery service though because I always collect it.
Their effective charge (based on the difference between their exchange rate and the spot rate) is about 2%. Not bad but certainly not free. Depending on how you use it the Kalixa card would probably be at least as good, most likely better, and more convenient.
