Does a Health Lottery Winner Have to Publicise ?

A relative of mine won a couple of thousand quid on the health lottery - and he's been told he has to let them publicise it even though thats not want he wants. They reckon its in their T&Cs (which are not available online) - is this legal ? Can they force him to accept publicity ?

Why would they want to publicise a two thousand pound win? I don't know who would really care about such a small win?0
