Just be that blunt? Please cancel it?0 -
two things to do ( this is if it the health car park )
Dear PE
Re PCN xxxxx
I am registered keeper of vehicle xxxx which was used for a genuine visit to the Numpty Medical Centre who have apparently contracted you to hand out parking tickets on tbeir behalf . As the car park was used for the purpose intended and any delay in returning was caused through no fault of the driver . I would remind you of the Governmental Guidance on NHS parking . Additionally neither you or your client have suffered any loss .
I am unwilling to give details about a medical visit that should remain confidential between the patient and the Health Centre unless you can confirm the party you are acting for and on behalf of , and that they already have that information . If you wish to ring the Health Centre and quote this PCN no they will confirm that the visit was made by a genuine patient .
In the absence of you providing the information requested I invite you to cancel the ticket or issue a POPLA code for me to challenge this ticket .
Yours
At same time
Dear Mr / Mrs Health Centre Manager
I received parking ticket xxxxx from your agent Parking Eye .
( give details of visit without disclosing the driver )
I expect you , without disclosing confidential information to Parking Eye of that visit (as they have no reason for it ), to inform them that the ticket was incurred during a genuine visit through no fault of the driver and that they should cancel their demand .
I would remind you of your duty of care regarding patient confidentiality and the DoH guidance on NHS parking .
I am considering making a formal complaint because I think there has been a potential breach of that duty of care .Releasing personal data by photographing a patient in your car park , then sending that photograph and timings to the registered keeper of the vehicle (who may not be the same person or even there at the time ) when the patient has not given consent for that release is in my opinion a breach of your duty of confidentiality .
It may be worth a discussion at your next management meeting to consider the issue and risks however in the meantime please arrange for cancellation of the ticket and confirm to me in writing that you have done so

If it is not the Health Centre car park .
Dear PE
Re PCN
I am the registered keeper of vehicle xxxx.
The car was used for a genuine visit to the health centre and any supposed overstay was through no fault of the driver .
This can be confirmed if you contact the Health Centre however I am not prepared to release confidential information .
As you have suffered no loss I invite you to either cancel this ticket or issue a POPLA code .
Yours
And

I work for the NHS, this sort of thing makes me ashamed.
A complete disgrace.
It makes me worry that your sons futurecare may be compromised by your worries about Parking Eye.
Please let everyone know about your situation andhow you have been treated-MP, the local Clinical Commissioning Group, lead Partner, PALS, your local authority, and Mr Hunt.... http://www.parliament.uk/biographies/commons/mr-jeremy-hunt/1572Illegitimi non carborundum:)0 -
Thank you to the last 2 posters I will send what you advised and will let you know the outcome! Thank you!0

Did you find out whose car park it is ?
Don't just rely on the letter to the Health Centre , make a nuisance of yourself there. Do it pleasantly but firmly though so they don't fob you off that there's nothing they can do . This may or not be true (depending who contracted with PE ) but there will almost certainly be a genuine patient clause in the contract .0
