Social services and the police (if he chaps the door late at night). The police shouldn't be the people to deal with it but very often, they are the one organisation who will actually deal with something and get the ball moving to get the guy the support both he and the family need. Chances are the family either don't know or more likely, are in denial about it and this does happen.0

You could also try contacting your local police on 101 to make them aware of the concern for his vulnerability.
They might have a triage service that can link in with mental health and social care and get the ball rolling on keeping him safe.0 -
This is good advice - express concerns for his welfare rather than annoyance at being disturbed by him.
One of my friends was in a similar position - she went to see the local GP and explained that they were worried because he kept turning up at their house, asking about what tablets he should be taking and shoving a bagful at her, and asking whether he'd had his dinner today, etc.
The GP just listened (obviously he couldn't discuss the man) but he then got the ball rolling with the necessary referrals.

If you complain to the police about the disturbance they probable won't come on the grounds that they have too much to do that has a higher priority.
However, expressing concern for his safety can not be ignored and they should do something. Especially if they have to attend more than once, then they will try and ensure that someone, GP or Social services does something.One by one the penguins are slowly stealing my sanity.0 -

The police have a duty of care to protect people from harm by other and ourselves. While I'm sure they would like to ignore things like this they can't. Even more so since the tragic situation in Leicestershire when that lady with mental illness killed herself after the police ignored her calls and pleas for help.One by one the penguins are slowly stealing my sanity.0
