Departure Control Station?

I have made a claim against Air France for a four hour delay coming from Bogota via Paris. Air France refute the claim as they claim it was caused by the late departure of the outbound flight from Paris CDG caused by "the departure control station not being available". I have searched the internet and asked the CAA but have been unable to find out what this means and am, therefore, unable to decide whether this was a problem beyond the airline's control, or not.
