As said above, The HA will need to be informed and you have done that.
The lack of response may well be that they gave permission for the works to be done. It then falls to the tenant to notify neighbors and hire contractors to do whats legal to complete the work. The HA upon notification should be out to them and assess the work with their own independent building surveyor.
In the mean time to progress this and to put yourself at ease you should be speaking with building control at the council and you have to express safety for them to attend don't fixate on the party wall agreement, they wont be interested and you'll come across as someone who is just a habitual complainant. Workmanship quality and building regs and party wall safety is your main concern.0
