Yes that is the latest situation. It used to be over 10% + 2mph & it is now at 10% +2mph. There are now prosecutions for 35 in a 30 limit that previously were not prosecuted.
This is a recommendation however and does not mean that you can guarantee that you won't be prosecuted for over the limit but below the +10%+2mph figure0 -

Indeed. 110% plus 2 is normally quoted as "the guideline" , but in fact the guidelines form part of an 11 page document, which includes "Driving at any speed over the limit is an offence and the police are not restricted and may prosecute."
So a prosecution at 32 in a 30 could still be within the guidelines.

do these cameras know what speed your vehicle is allowed up to via the number plate, eg 60mph zone but a transit van its only allowed to do 50mph max or a hgv 40mph max0

I've just re-read the OP and we're talking about roadworks.
HGVs, vans etc. are only subject to differential limits on NSL roads. In roadworks or other limits every vehicle is subject to the same limit , so HGVs can do 50 legally in a 50 limit.0 -
