Horizon have refused to talk to you. Once DR+ do the same, the problem is solved.
Send DR+ a letter of authority from your client to act on their behalf, then send DR+ a letter stating the debt is denied and they must only communicate with you from now on.

I already have authority to deal with DRP.
So a simple letter to DRP telling them the debt is denied ought to be sufficient to provoke a response. Do I have to explain why we are denying it?0 -

DRP cannot take it to court, they have no standing in the matter whatsoever and can do nothing except write silly begging letters.
For the umpteenth (and last) time, ignore DRP but complain to DVLA and BPA.Je suis Charlie.0
