iPhone says I can't take photos as no storage - but I pay monthly for extra?

The situation with photos on Apple devices is slightly complicated at the moment as Apple is rolling out a new app which handles photos differently.
As I understand it if you delete the photo on the phone that will also delete it on iCloud.
Do you own a desktop or laptop? If so before you do anything else please back up your photos so that you have additional copies.
