Scammed but paid using credit card

I bought something of ebay by buy it now, but once the money was taken the seller refunded the money and offered it to me outside eBay a bit cheaper. They then sent me a paypal invoice for £250 and I paid it by paypal charging the full amount to my Capital One credit card.
I have opened a dispute with paypal but they say I need to allow 20 days for the recipient to settle the dispute before they will step in. I have been emailing the person for 3 days without any response. I have checked the electoral roll for the address they supplied and they don't live there, they are also a new (20 days) user of eBay.
I know I have been scammed and want to know the quickest way for me to get my money back.
Any help appreciated.

Being as I've been in a similar situation, you will get your money back once you raise a dispute. Paypal almost always side with the buyer. They will give you your money back and the story ends there for you. They chase up the seller for the debt (another experience of mine from ebay which is why i will never use their poxy arrogant uninterested service again).0

You checked the electoral roll. I presume you checked the edited one which they ticked the box not to appear on.
You paid by paypay and files an item not received dispute, You need to give the seller a chance to reply.
Your card issuer maybe less than forthcoming on a refund because you paid paypal not the 3rd party directly.Censorship Reigns Supreme in Troll City...0 -
I was under the impression that PayPal's buyer protection does not work if you conduct the transaction off eBay.
If you're buying an item via eBay then there is no dispute that what the payment is for is the item associated with the eBay transaction. But if there is no associated eBay transaction the seller can say the transaction was a payment you agreed for them to put on 'Dead Cert' in the 2:30 at Chepstow, or a payment for a car, or just disappear back into obscurity with the money they've robbed.
In other words if it is for an off eBay transaction it is no different to be scammed by someone persuading you to send a Western Union transfer to their local post office in Nigeria.Optimists see a glass half full

I don't understand - buying ''outside'' of Ebay (a way of avoiding ebay fees?) probably means they will be kicked out soon - then you use paypal.
Your credit card will have paid paypal end of - you probably will not be covered through this.
Let's hope Paypal come up trumps for you or you will be out of pocket.0 -

You can use paypal for buying items that are not on ebay. No issue with that.
Some shops take paypal.
The fact they bought it outside ebay means they dont get ebay protection. But they have the full paypal protection as long as they paid for goods and not some intangible item.Censorship Reigns Supreme in Troll City...0 -

Yes, it makes no difference where you use PayPal the protection is the same. The very first words on the PayPal Buyer Protection description:
If an eligible item that you’ve bought online doesn’t arrive..........etc. etc.
Any bets on whether something bought off eBay from someone who sent an email constitutes "an eligible item"?
And double or quits as to whether sending money to a personal PayPal account constitutes "bought online"?Optimists see a glass half full

And you can find something in the PayPal Ts&Cs that supports that? So I can send money to ANYONE with a PayPal account and expect buyer protection if I tell PayPal the item I agreed to buy from them by telephone hasn't shown up?Optimists see a glass half full
