A bit crap that essentially someone could set up a site and sell rubbish with no content or very poor content and be exempt from the law, short of a legal case.
That's an interesting phrase: "exempt from the law, short of a legal case". ;)

    Physical books?
It appears to me that everything he sells is intangible.

    From his FAQs:
What happens after I’ve placed my order?

Paperwork & Spreadsheets are aailable on an email that's sent to you after your payment has cleared.

How are products delivered to me?

Paperwork, Manuals & Spreadsheets as above

Reservation Fees - If you are reserving a property, an email will be sent with a download link, click on the link and your reservation form will be available to you.

On Patch Coaching - is delivered in real time. A receipt for payment is issued and I'll call you personally to book a date
I am not sure The Sale of Goods Act or The Supply of Goods and Services Act are really up to speed on this type of thing yet.

it looked he was selling physical books as charging postage.

Also i suspect this is not run from the UK or by anyone english with the amount of spelling errors and hidden whois details.

also on his other site http://markianson.com/ his address is listed as Valhalla House, Towcester, Northants, but google earth shows this as a field on Old Tiffield Rd Towcester, Northants

I can find no mention of postage being charged.

As the OP has decided not to deal with them, it doesn't really matter too much, but the point is that if no physical goods are changing hands then both the buyer and the seller need to take extra care to protect themselves. Especially buyers expecting some sort of Paypal protection.

Simple answer to that if the goods are intangible then their is not buyer or seller protection

Bear in mind that the Google image is nearly 5 years out of date though. Bing maps seems to show it is now office buildings.

The post code he gives on the contact us page leads to Jenkinson Close, not Ashby Road as stated. Ashby Road doesn't seem to exist according to Google maps, but a search for it in plain Google gives a post code that leads to Old Tiffield Road, with plenty of businesses seemingly using an address that doesn't exist!

As you say the website is not very professional looking, so it's possible he runs it from his home and I'd hazard a guess that Ashby Road/Old Tiffield Way is simply the address of his virtual office

All in all it seems very strange!

Exactly, and Paypal is their only payment option.
